A Level 2 referee is someone who is deemed competent to control a grand final game on their own at a domestic competition and who:

• has refereed a minimum of 2 seasons at their domestic competition
• has passed the AO Level 2 referee’s exam
• maintains interest & displays enthusiasm while refereeing
• has met all the requirements of an AO Level 1 referee
• displays an ability to referee higher grades and maintain full control of the game on their own
